He also volunteered with ITNOA, contributing to education and empowerment initiatives at the grassroots level. Rahul Karnamadakala Sharma is a researcher and practitioner with a deep interest in topics of public management and administration, state capacity, social protection, monitoring and evaluation and research design. He was a Postgraduate Fellow at Yale University, received an MPP from the Humphrey School of Public Affairs, University of Minnesota, and earned his PhD in Public Management and quantitative methods from the University of California as a Regent’s Scholar. He is also a Research Fellow at University College, London, where he works on state capacity and citizen-state relations. He has over 15 years of experience, and has previously led research and practice on administrative reform, capacity building, organisational norms and culture in the bureaucracy, monitoring and evaluation, and public policy. He has published widely on these topics, including in the journals Science, Nature Energy, and Energy for Sustainable Development. He was also an Associate Editor for the Journal of Environment and Development and Lead Author of UNEP’s Global Environmental Outlook on Cities 2021.

She started her career in brand strategy with agencies like WPP, Publicis, and M&C Saatchi, and later worked with innovation labs such as Future Factory’s CBR and Vertiver’s Behaviour Change Lab, where she mastered decoding human behaviour and designing narratives that influence decisions. In the past decade, she has focused on social impact, partnering with the Gates and Rockefeller Foundations, USAID, and others on projects in healthcare, agriculture, gender, conservation, and climate action. She has created scalable toolkits, behaviour change frameworks, and communication models, blending behavioural science with systems design thinking to bridge policy and lived realities through human-centred, actionable strategies.
