Harsh Kumar Bharti is a programme management and public policy professional with experience in strengthening government systems and improving the implementation of labour welfare and social protection programmes. Currently, he serves as Executive – Rights to Livelihood, partnering with the Uttar Pradesh Building and Other Construction Workers (BOCW) Welfare Board to support implementation reforms, strengthen operational systems, and improve programme delivery through evidence-based approaches. His work spans programme strategy, government engagement, process redesign, monitoring frameworks, data-driven decision-making, and cross-functional stakeholder coordination.

Over the years, he has contributed to the design and execution of scalable implementation models, the standardisation of operational processes, and the strengthening of last-mile service delivery at the state and district levels. His experience includes working on labour welfare, education, social security, scholarships, livelihoods, and health programmes, including enabling over 500 children to access quality education under the Right to Education (RTE) Act. He is passionate about translating policy into effective implementation by building systems, fostering government partnerships, and driving sustainable improvements in programme performance and governance outcomes.
