Shalini Bisht is a passionate development sector professional with 7+ years of experience managing large-scale social programs and working closely with government departments to drive systemic impact. Backed by a Master’s degree in Social Work from TISS Mumbai, her career has been defined by a strong commitment to inclusion and a proven ability to translate complex policies into real, sustainable, ground-level outcomes. Over the years, she has built extensive multi-sectoral expertise across the livelihood, healthcare, and education sectors.
Her past experiences highlight a strong track record in grassroots implementation and multi-stakeholder coordination. In the livelihood sector, she worked with the Swades Foundation in Maharashtra, where she spearheaded women’s economic empowerment initiatives. In that role, she managed Self-Help Groups across seven blocks, set up valuable market linkages for their products, and led digital literacy campaigns. Following this, she transitioned to the healthcare and disability-inclusion domain at Keystone Institute India in Uttarakhand. There, she successfully designed frameworks for family reunification and mental health integration, built nationwide tracing networks, and represented the organisation at international conferences.
Currently, she serves as the Senior Manager of Operations for the RTE POD. In this role, she leads the operations of the Right to Education (RTE) Section 12(1)(c) across Punjab. She drives vital policy discussions with the Department of School Education and oversees the state’s entire operational pipeline.
